United Cities and Local Government Asia-Pacific(UCLG ASPAC) is an organization with a diverse membership that includes 36 countries as well as 140 local governments and national associations of local governments in Asia-Pacific region. UCLG ASPAC is one of seven sections of the Global Network of Cities, Local and Regional Governments that was established in 1913 to facilitate exchange among local governments. In Korea, 15 upper level local governments, 5 lower level local governments, Governor Association of Korea(GAOK) and Korea Cities Federation(KCF) are members of UCLG ASPAC.

Governor Won will lead UCLG ASPAC along with 7 Co-President until the next Congress in 2016. The President said that by taking advantage of the International Training Center for Local Authorities/Actors(CIFAL) of the United Nations Institute for Training and Research(UNITAR) in Jeju he will expand exchanges among Asian public officers and promote Jeju in local governments across the world. President Won of UCLG ASPAC was elected by members after thorough screening process.

More than 500 representatives of local governments in Asia Pacific region attended in the 5th United Cities and Local Governments Asia-Pacific Congress 2014 held in Taipei on 3-6 September under the theme "An Adaptive City: Embedding Design in City Governance."
