Dr. Pham Van Ha, born in 1966, is a Member of City’s Party Committee, Member of City’s People’s Council, Vice Chairman the People’s Committee of Haiphong City, Vietnam. He is also the Director of the Cat Ba Archipelago World Biosphere Reserve. He is in charge of governing the provincial level domains such as: agriculture and rural development, environment and natural resources, including work areas of: agriculture, fisheries, irrigation, forestry, salt, disaster risk prevention and rescue, national target program on new rural development, mountainous area, mapping, water resources, environment, meteorology and hydrology, sea and islands, land inventory, land uses. He supervises other provincial programs and panels such as: Cat Ba Biosphere Reserve World Biosphere Reserve, Forest Protection and Development Steering Committee, implementation of the Vietnam - China Agreement on the Delimitation of the Territorial Sea, the Exclusive Economic Zone and Continental Shelf in the Gulf of Tonkin and the Vietnam – China Agreement on fishery co-operation in the Tonkin Gulf; National target program on Rural clean water and hygiene environment, resettlement program etc. Dr. Pham Van Ha completed his PhD in 2000. He has been awarded for his nationally recognized innovations in ten years consecutively, for national science and technology development in areas of agriculture and rural development, pubic administration.

Ph.D. Pham Van Ha actively supports international cooperation activities in areas such as climate change, nature conservation, environment, sustainable development of agriculture and rural areas, ecotourism in national park and marine protected area, world biosphere reserve etc. with regional and international partner agencies in Japan, South Korea, China, Russia, Australia, France, Israel, Mongolia, Indonesia, Malaysia, Thailand etc.
