H.M.D.S.Heenkenda is an officer of the Sri Lanka Administrative Service (SLAS) with over 13 years of experience in the pub­ lic sector. He currently serves as Assistant Commissioner at the Department of Local Government in the Central Province, where he is responsible for guiding, supervising and assisting local authorities in their functions and departmental administra­ tive roles.

He has previously held several key positions, including Assistant Secretary, Deputy Land Commissioner and Acting Municipal Commissioner. He holds both a Bachelors and a Masters degree in Economics from the University of Peradeniya, Sri Lanka. He also completed a Postgraduate Diploma in Economics at the University of Gottingen, Germany, and is currently pursuing a Masters degree in Sustainability and Environmental Policy at the University of Seoul, South Korea. He has participated in numerous local training programs, as well as select international programs related to public administration and development.
