Greetings! 
I am Cho Yeong-geun, chief of the Environment and Green Zone Bureau of the Incheon Metropolitan City. 

I would like to extend my sincere congratulations on the launch of the Cyber Environment
Network of World Local Governments, as well as on the opening of the 1st ENCYNET Forum. 

All cities around the world are faced with unprecedented challenges and crises.
They include economic and social conflicts resulting from wealth inequality,
social changes following technological advancements and population growth,
as well as environmental crises such as climate change, ecological extincti
and depletion of energy resources.   

Accordingly, cities around the globe are seeking various solutions. 
I hope that such efforts will produce a “snowball effect,” helping them move toward becoming more environmentally-advanced cities.
In this context, I believe that the launch of the Cyber Environment Network designed
for environmental cooperation and exchanges among the world’s local governments
carries great significance.
I hope that it will serve as an occasion for the world’s cities to jointly recognize
the crisis facing the global community and to share practical solutions. 
As a host city for the Green Climate Fund headquarters and the World Bank office,
the Incheon Metropolitan City will also do its utmost to facilitate
the Cyber Environment Network of World Local Governments. 
Once again, I wish to reiterate my hearty congratulations on the opening of the ENCYNET Forum.
