Shandong Province is a significant coastal province in East China. Located in the lower reaches of the Yellow River, it borders on the Bohai Sea and the Yellow Sea.
Shandong has a warm-temperate monsoonal climate, with hot, rainy summers and dry, sunny winters. In winter, it is more humid and warm in Shandong than in north China. Its coastal and inland regions experience a sharp difference in climate. Shandong has a mean annual temperature of 11°-14°C, increasing from the northeastern seaboard to the west and the south, and a mean annual precipitation of 500-900 mm or more, increasing from northwest to southeast.

Shandong Province, located in the lower reaches of the Yellow River,has a population of more than 93 million. In 2006, the GDP has reached 2184.67 billion RMB, ranking number two in China. In the future 5 years, the GDP of Shandong Province will increase by 10% annually. With the economic development, environmental problems also become serious, such as inconsistency between energy consumption and economic development, disparity between total emission and environment capacity, and weak supervision ability. In 2007, the new emission of COD was 78,700 tons, the reduction was 116,900 tons, the net reduction was 38,200 tons, and the actual emission amount was 719,800 tons which was reduced by 5.04% than 2006; the new emission of SO2 was 135,500 tons, the reduction was 275,200 tons, the net reduction was 139,700 tons, and the actual emission was 1,822,300 tons which was decreased by 7.12% than 2006. The environmental safety has facing a big challenge than ever before as the environmental issues caused by rapid economic development has not solved efficiently.
